Chase Sapphire Preferred - 40K offer

I got the Chase Sapphire Preferred a few years ago with the 100K offer.  At the end of my first year I downgraded the card to the regular Chase Sapphire card which I still have open.

Any chance I can reapply for the new 40K Chase Sapphire Preferred offer and get the rewards?
