cellphone range extender (israel)

hi does anybody have any advice for a cellphone range extender for ISRAEL? need one for a cousin who lives in a basement and has no cell phone service there. thanks

I was thinking of these but do the Chinese factories have any sort of government regulations that ensure that they're making these safely?

I know of a business who paid 800 shek for one from an Israeli provider.  I may be able to get details of the provider.
