I don't know if you have the patience for this, but if you want the 50K for the chase sapphire preferred without having to spend 3k, you can get  50k regular points by opening a regular sapphire account, and then convert it to a preferred account.
Only drawback is... you will have to wait 12 months before chase allows you to convert the account

Once you're going after targeted offers there is a better one for the regular sapphire. 100,000 points after spending $500 in 3 months. Offer code is X1P. Not sure what you can do with this though seeing how chase isn't going to match it for you.

Can't imagine it's random but probably some complicated computer program picks and you'll never be able to figure out what it bases it's decisions on

Well, if that were true, Chase had better hire new people for their marketing department.

What marketing strategy is there in soliciting massive bonuses to random people?

Amex seems to have shed some light on how they target customers for bonuses - "first time cardholders only". (Offer a handsome bonus to lure new people into the Amex network.)

Anyhow, on forums like FT, people are suggesting to "opt in" for credit card offers at the FTC website.
