Best options for ATM withdrawals in Israel (Using US debit card)

I'm in Jerusalem. I am opening an account in the US and one of my considerations is the best option for ATM withdrawals in Israel.
Which debit card has no ATM withdrawal fees (in Israel)?
Maximum withdrawal at one time/daily?
Can I only withdraw shekels?
Who gives the best exchange rates?
Which ATM locations in Jerusalem are best (preferably locations with easy access by car)? (Times for shortest lines/Cash always available)

Sofi, Capital one 360, Charles Scwab, Fidelity, TD premier account, CPC all dont charge any fees when taking out shekels abroad. I think sofi is capped at $600 a day the others I believe $1000. Use bank atms in israel to avoid atm fees.
You can only pull out shekels, dollars are no longer available to take out with an american debit card.

I have no idea if it's the best. But I can tell you what I used. I had a Premier Checking Account with TD. That means i had to keep a minimum balance of 2.5k at all times. For that i get no fx fee and ATM fees are refunded. I used Mercantile and Discount to withdraw money because I never got charged any fees with them with such a setup. They are located everywhere.

Some people have a Capitol One 360 account, not sure the details on that.

The Mizrachi tefachot branch near me started charging 11 nis fee on withdrawals. Is this my branch only or this is what many Banks are doing? Is this a Mizrachi tefachot thing only?

-1 on Fidelity for international withdrawals.
I've been waiting over 5 years with bated breath for someone to say that!

I took out multiple times with my TD premier checking account, and have yet to see a penny
 I saved all my receipts and have not found an hours to kill and explain whats going on to why i never got a penny in the branch, let alone i spent hours trying to unlock my account as i sent more then i should have via the send money feature while abroad and they froze my account, planned on opening a new account and scrapping my old account they told me its my SS so that took care of that brilliant thought.
