which makes the nature of the goal for this couple rather different than many shlichus scenarios.how does this relate or differ from existing rabbonim and related community people?
The Head shliach (Alevsky) has had 2 strokes and the Rov (Chaikin) remains the shul Rabbi, but as they age we need a couple to fill the gaps as outlined in the PDF for a fast growing young community.
Is there an official date by when they must be fired?
It’s not clear from the pdf what the new shliachs responsibility would be regarding fundraising, is that part of the job? if yes is it immediate, or develop over time? or is it strictly programming/education with salaries being covered by Rabbi Alevesky.
Salary would be guaranteed for an initial period of 2 years. After that would be up for negotiation.
From who/where can he fund-raise? is anyone off limits? It would be recommended to have a framework for the transition after 2 years as well (this is from my experience). There are people that help work through these points as well as anticipate other potential areas for concern, would highly recommend to do so. feel free to pm if you want to discuss further.

Community, as in Anash? Is this Shlichus mainly geared towards the frum community.
Yes.It's geared towards the Anash, though of course you can do outreach as well.
