Dentist doesn't want to fix (obviously because insurance won't cover him for a do-over). He want's me to go to a root canal specialist. That specialist only does root canals, and wont do-over a filing.

Do I go to the specialist, or do I just go to another regular dentist that takes my insurance, (who the insurance will cover, since they cover a 2nd opinion/ and work done), and have the 2nd dentist redo the fillings before considering a root canal specialist?

I know nothing about dentistry, but if insurance will definitely cover the 2nd opinion (but not the 1st guy's do over) I'd think that would be a no-brainer:
1. you'd be getting an objective opinion (instead of the 1st guy who's judging his own work)
2. you can get the redo covered, without a fight

have you confirmed that is the case?

Me too. It doesn't hurt to have 2nd dentist take it filling and redo it. That's much simpler than root canal
