logged in to a couple different citi cc accounts and it seems they are no longer offering to send a secure message.
the Secure Message Center states the following:

Contact Us page is a link to chat (when i clicked this a few times this morning, i got the following message: None of our representatives are available at this time. For other contact options, select the Give Us a Call tab for assistance.), give us a call lists a bunch of contact numbers and connect by mail
