The software on my phone just updated this past weekend to Android 9 and my call recorder was automatically uninstalled in the process.

After a quick Google search, I learned that Google has officially disabled all call recording apps in their latest update. Ouch!
But besides the call recorder, the Twitter app was also uninstalled. And every time I try downloading, I get an error. (I even had my filter company disable the filter temporarily, but that didn't help). I tried getting it from another phone as an apk, but that didn't either work. Interestingly, Play Store on my desktop shows it's installed, but on my phone clearly shows that not. (let's me press 'install' and then errors). Bought my phone in the US, and I use it in IL. But I never had any issues until this update.
Thanks in advance.
