Renewing an Israeli Passport in a foreign Country

Is it possible to renew an Israeli Passport in a foreign Country, without the Passport holder being there?

I'm dealing with a case where the Passport holder lives in Belgium, and wants to be in Israel in a couple of weeks,

The only issue is that the Israeli consulate in Belgium doesn't take phone calls at the moment,  and they're ignoring the Passport holders emails.

In NY,  the Israeli consulate takes appointments.

Any way the Israeli consulate would renew an expired passport in NY without the passport holder being there?

The idea would be, that the passport holder would send his passport to NY to get the passport renewed

Come into Israel on foreign and renew it there, I believe they will allow it.

Definitely possible. Unless DTC the passenger will be denied boarding. (I would attempt to fly with foreign passport and expired Israeli passport)
