CVG-EWR Flight Cancellation

Had a flight canceled out of CVG. Does UA have a interline agreement with DL for flight cancellations?

Ended up canceling UA and booking DL for 200+ [UA did not want to], DL flight was delayed as well so rebooked on earlier DL flight which left same time as DL 1 was supposed to leave.
Long day... 3 flights...
