United 21 day policy

Does anyone know if there is a way around United's policy of charging $75 per passenger for award flights that are booked with 21 days of travel. I was looking to book a flight that costs $80 cash or 12.5k points+80.60. Doesnt really make sense to use points 
I tried calling but they were unhelpful. Thats a really annonying policy as I think most people book flights last minute.
