Despite the story's negative take, this guy really isn't doing anything shady or undesirable.
Society has decided it is in our interests to have these rules, and to enforce them through a civil liability regime. This guy is doing that for society.
We could make it strictly a criminal regime, and have the DA doing it for a lot cheaper, but the DA wouldn't have the same incentive to find the violations.

Most lawyers that work on contingency take a 33% cut if the case settles, or some 42% if the case goes to trial, AFAIK. It's standard practice. Nothing different about him.

I'm not defending him in any way, just stating the facts.
That said, I agree that our 'lawsuit society' is killing away many legitimate businesses, and that's a tragedy.
