The item in your link says "wafer balls", wouldn't "wafers" be חמץ? Also, looking at the Kinder website it seems that some other products contain wheat flour and/or other grains. Not talking about the non-CY issue, where I wonder if R' Moshe would permit where there are CY products available for purchase right there.
Re CY, wasn't the question. Better and cheaper are not requirements for me personally
Hechsher in Europe? And if it has wheat and is being sold by an irreligious fellow in Israel why is there no problem of chometz sheavar?
