the passport is owned by the US government. you should mail it to the state department

If I am not mistaken according to Rashi it is Assur to do Hashavas Aveida to someone who isn't רעיך.

ETA: "והמחזיר אבידה לנכרי עליו הכתוב אומר: 'למען ספות הרוה את הצמאה לא יאבה ה' סלח לו'" (סנהדרין עו ע"ב). ופירש"י: "השווה וחבר נכרי לישראל, ומראה בעצמו שהשבת אבדה אינה חשובה לו מצות בוראו, שאף לנכרי הוא עושה כן שלא נצטווה עליהם".

וכך פסק השולחן ערוך: "אבדת העובד כוכבים מותרת, שנאמר 'אבידת אחיך' (דברים כב, ג). והמחזירה, הרי זה עובר עבירה, מפני שהוא מחזיק ידי עוברי עבירה" (שולחן ערוך, חושן משפט, סימן רסו, סעיף א).
At this point this is probably the halacha, and should not be returned as it doesn't look like any kiddush hashem is coming out of this, unless those following the forum counts as a K"H?

If it has no monetary value, does it have a din of an אבידה that should not be returned?

Sure it's worth money to the owner, with a passport that allows him to travel across country, while without he would be bound to stay put, and would need to spend another x amount of dollars to replace the old passport.

Well that depends if he has some good stamps on it.

R' forcheimer said you shouldn't return the passport. By the way, the passport says that it belongs to the government.

As far as the people who are talking about monetary value of a passport:
- It obviously has a monetary value to the owner, as several people have pointed out - the $120 or so to replace it
- It probably has some value on the black market
- For the sake of argument, does Machmas Chisaron Kis apply not just to the direct value of the item, but also to the potential greater loss of time and money that may be incurred if the passport is used to steal the holder's identity?
