multiple ipads , icloud question

we manage multiple ipads and have them all signed into 1 apple ID which none of the employees have the password.

it seems that because all the ipads are "Trusted devices" and can receive a 2fa code from apple, a user can go into the settings and reset the apple id password...

we want to be able to locate these ipads if needbe and also keep them locked to our apple id

any ideas how to avoid this? the employee doesnt know the email password assigned to the apple id.

That's what mdm systems are meant for
Do you have any to recommend? This would be for iPads and possibly Androids as well

I haven't been involved in this field for a while, so I can't really help with current.
If you have gsuite, then you have Google's own product built in to your gsuite admin for Android
