US Citizen Filing Taxes in Israel- Are they crazy!!

If someone is a US Citizen living in Israel making some money from an off the books Israeli job and some money from 1099's working for US Company would they be crazy for filing taxes? Any reason to?
Since if everything is 1099's then they have to pay a 14% self employment taxes no matter how little they are making?

if its so little in 1099s then it might be worth it for tax returns child credits etc
