Look at their T&C. Also, when you book for someone other than the AH - they ask the relationship and you can see who you are allowed to book for.
Obviously you can go against their T&C and book for someone not related and say it's your in-law but you might get an audit.

You can add anyone as an authorized user on your AMEX card, make a QF account in their name and then link that QF account to your MR account and transfer points almost immediately (it can take a day fir the AU to process).
That way you transfer the points to an account with the same name as the ticket you are booking and not bypassing any of the T&C's.

How does that help? Won't it draw even more red flags if they ask me who the ticket is for? Or are you saying there's a better chance it won't get scrutinized if done over phone?
