I'm not complaining about the delivery charge in just trying to understand it. Target usually has free delivery for 25 or 35? Even above 35 I've been charged 1.50. Why is that?

There are general categories that interest me, like cereal, nuts etc. I do a search for cereal, then toggle between stores to see which ones show "price not available" on some products, and take it from there.

Is there an easy fix for this? There most certainly is. Target can close this glitch in a matter of minutes by taking away the "price not available" and substituting it with a default price.

Pretty much. Target lines up the stores by zip code, so I just try one after the next. The search is sporadic, not organized. I'm spending way more time than I should on this. 

Sometimes if an item in a certain category works for a store, there is a chance that other items within that category will work as well. Once I found one kosher food item working at Gateway, the rest worked like a charm.

Items that say "price not available" and refuse to add to cart in one store, might very well add to cart when you choose another store.

I think I figured out how to bypass the $25 minimum.

After I placed a order which included the free items and the paid items I canceled the paid items and the free items shipped for $1.50!

No. Changing the store will cancel out the free item or reset it to regular price.

Another trick that should work - choose "in store pickup" for the $25 item. . . .don't pick up the item, and after 10-15 days they'll refund your card.
