Quite annoying that there's no complete FREE solution, like what's available on Android. Though this one might be worth the $2.99 for premium version, as long as it allows enough customization.

Looking for an app (if there’s such a thing) that I can log into a different cell phone that i have, meaning I should be able to receive calls and text messages from my other basic phone on my smartphone.

I was recently introduced to TrueCaller. Doing a quick google search I'm a bit concerned about privacy issues...I noticed that they write "Your phonebook will NOT be publicly shared when granting Contact access. It is against Apples guidelines." Is that a new policy? Are there still other concerns?
I am sometimes accused of overthinking things. I am still mulling over whether that accusation has merit.
