Travel To/From Israel Without Passport?

I have a friend who has dual Israeli and American citizenship. He went to the Israeli consulate in NY to renew his expired Israeli passport a few weeks ago and got a notification that it is ready for pickup. He went to the consulate early last week to pick it up but found out that the consulate is closed due to a worker strike. He's flying to Israel next week and the consulate is still closed. He doesn't have his newly issued passport and he had to hand in his expired Israeli passport in order to apply for the renewal.

Any suggestions on what he can do in advance? Will Israel let him into the country with his US passport given that he is an Israeli citizen? Will they give him a hard time leaving the country? Any way to avoid going to the passport office in Israel during his trip to get another passport issued?

You cannot enter Israel with a US passport if it says that you where born in Israel on the US passport.

You cannot enter Israel with a US passport if it says that you where born in Israel on the US passport.
What about someone who was born in Israel and parents declined Israeli citizenship?

According to my knowledge you can't decline citizenship of a place that you were born in...you can give It up when your 18 though..

According to my knowledge you can't decline citizenship of a place that you were born in...you can give It up when your 18 though..
You can, ask anyone residing in gush 80/ eshkol etc.

But now to get a student visa you need to bring an original birth certificate. How does that play out for an 18 year old kid who's parents declined Israeli citizenship but don't have an American birth certificate?

usually the only ones who have issues with these things are kids who’s parents are Israeli....

It probably been the offical rule since they started requiring a BC. Every once in awhile they caused issues with copies. But most people got away with it.

they started getting very strict about it- i sent 5 students to different clerks and they all got rejected

Pretty sure you need copies for a whole group. When done individually you need original. Already tried a few different clerks and just had my originals sent in.
