I'm trying to figure out if the Hebrew is a translation of the English or the English is a translation of the Hebrew. They both look like they were translated by Google translate, although I think the Hebrew is worse.
Me thinks there ain't much truth here.

I don't know whether it's real that paper or not, but the message that paper is conveying is definitely real and is really sad how so much accidents can happen from a single text or answering a call.
 I would understand that note as a friendly reminder that a "second" of distraction can be a "life long lost".

Do moving violations in Israel issued to an American license in any way affect the American license?

no and no way, sometimes violations don’t even affect it from another state
