What's the next step? Can the Yeshivas appeal the new guidelines if approved tomorrow?
I don't think so. I think that if NYSED had taken the comments and written totally new guidelines, then they would have to re-subject them to the 60 day comment period. But what they did were just add clarifications on a few issues, so they can just approve them as is. If they approve them tomorrow, they go into effect Sept 28, 2022.
Winter 2023, NYSED and Local School Authorities (LSAs)will work together to develop more specific details on how the LSAs will review the private schools.
By Dec 2023, yeshivas have to decide which pathway they want to use to prove compliance (review by LSA, or being attached to high school that offers regents exams, have students take assessment tests, for example).
2024, LSAs do the actual reviews of yeshivas.
By June 2025, yeshivas have to show that they offer substantially equivalent education.
