Perhaps if you were buy a ticket and to win the raffle you would prefer cash.

But I would venture to say that most people are less likely to buy into the raffle in the first place if its a cash prize.

If you wanna sell it to the masses then think of a more conventional destination, most people aren't so exotic oriented.

Option C.
Bora Bora and Maldives are both a huge PITA to get to.
They don’t have nearby shabbos options either.
If you’re someone with a very flexible work schedule, then it can be on your radar.
IMHO Hawaii or anywhere in the Caribbean, while less exotic, would appeal to more people.
