It does say "in store" purchases only this year. If thats what was sent out why not trust it?

In the cc industry there is a term called "card present" which means the car is here, it's not an online store. There shouldn't be an issue, you could say that they had an issue swiping, as long as it's a brick and mortar store.

You totally missed the point of DROSO.
It's not that anyone suspects anyone of intentionally lying or acting in bad faith.
Rather, they have no way of knowing and are merely reading of a sheet of talking points that some low level employee at Amex (or whatever) put together.

Would be hard to argue "had an issue swiping"  on 20+ cards, but i get what youre saying. I guess the only way to be certain is try one and see if you get a confirmation email?

I think the status is that Amex has clearly made efforts this year to exclude charities, by not including them in the map. That being said, there are plenty of charities that are not designated as businesses in their Amex profiles, so those are included in the map, and it's safe to assume they will be in the promotion.

So the big question that remains, is how proactive Amex will be this year about excluding charities, and whether they have actually blocked merchants designated as charities from participating in the promotion. And the only way to know for sure, will be to charge your card on 11/30, and see what happens.  I find it interesting though that there are quite a few charities (though far less than last year) who have been running SBS campaigns as if nothing has changed from previous years. (Google search will turn up a few of them.)  The either assume incorrectly that Amex will give them a pass again like in previous years, or they know something we don't know. My hunch is they are either clueless or assuming that Amex will issue the credits like in previous years. But I guess they're going to have lots of cleanup to do with their donors if things don't work out that way.

I believe that just means that when they signed up with Amex and created their merchant profile, they did not indicate that they are a charity.  At the same time, I know of a charity that was not registered as a charity, but still did not appear on the map. When they inquired with Amex as to whether they were eligible for SBS, Amex merchant rep said yes, and was not sure why they were not on the map.
