It is permitted to dispose of a used tallit or tzitzit, but it is improper to deface them.

Is it the washing that ruins them, or the drying?

The best way is to wash in milk and a bit of cold water, for a few minutes, then wash them in cold water again.

with all due respect, is it such a big deal to soak the beged in some water and detergent while the tzitzis hang out? it doesnt seem like rocket science

You could do that, but then the strings stay dirty.
