Hi can anyone direct or help me

A little background I am an Israeli citizen however I have left the country as a little boy and had only been back for visits. I have never lived there besides when was there for a year and a half in yeshiva back in 08/09.

Last week was my first time visiting since 2009. On my way out by passport control the electronic passport scanners were not allowing me to exit. So I went to the side to speak to a person, and turns out Hatzoah lapoel had a bill from bezek in collections under my name. I was forced to pay the bill aprox 600 USD if I wanted to leave the country.

Firstly I would like to know is there any way to fight this so I can get my money back. I never opened a bezek or any other telephone line in Israel. I spoke to one representative from Hatzoah lapoel who said I can fill out a "tfus hitnagdut" and if approved I can get reimbursed, however a second rep told me that since I paid the bill I can no longer use that form rather I would need to take bezek to court. Has anyone ever been in a similar situation?

Secondly is there a credit report system in Israel, so i can check what else might be under my t.z.

Did you pay with a credit card or cash?  Do you have an Israeli passport? Passport has nothing to do with your question, but since you were born in Israel want to know if you had an Israeli passport , for a friend who had an issue exiting TLV.

Cash was the only option.
