What is the lowest income needed for a NPSL card?

I know there are plenty of details that are fractured in for approval,
I know that if you excel in one you can be lousy with another,
I know that it depends on how many open cards you already have, and most important:
I know that this a real ne00b question,

However I am still curious here as the app under discussion is for person who has every advantage on her side except for a high (reported) income, and since this is not my risk to take, I do not want to write a cent more than her reported salary.

I was approved with 67,000 (with Chase, but they did put a cap on it)

I think when I initially got the CO card in Feb 10 I put 39k, and when I got it again 4 months ago I think I put 52k. CO card is NPSL with a minimum 5k line. The funny part is they gave me more than 5k the first time, but 5k on the second time....maybe because I had more cards the second round.

A friend of mine was approved for Plat with 30k income, though of course there was an unofficial limit.
