The Pacific ocean is glowing.

I was at the beach tonight and the ocean had the most amazing blue glow. If anyone is around San Diego you must go to the ocean at night and check this out! Although I've seen this before in Puerto Rico , I never thought I would see it again, it looks like something from out of this world. (cool pic in the link)

Is it forseeable? ie, can they predict when this view can be seen?

Does not seem predictable from what I have read. Its basically just a big build up of algae. Interestingly its actually very bad for the environment because it blocks all the oxygen in the water, and ends up killing all of the fishes.
