I didn’t hear the rabbi’s speech so I don’t know who omitted the other 2. It’s possible whoever typed up the post omitted them. If you want hard facts, which you always do, you gotta ask the rabbi directly.
He wrote it himself, it was not from a speech. Knowing Rabbi Eisenmann (I prayed at his synagogue this morning), he most certainly did not intend to give off the impression that he grieved the loss of the Jews and not the others. That is the OPPOSITE of the type of person he is. I'd guess he didn't know the names of the others at the time (although you make a valid point about the police officer). In addition, the fact is that the theme of the article was the anti-Semitic angle, given the target and assumed motivation behind the attack, so he may have chose to only include the details that pertained to the theme of his post (but certainly not with intention to ignore the others).
At the same time, I do think that it may have been better had he included all of the names, and I would assume that if Rabbi Eisenmann knew about this forum and CV's question, he would not double down but rather clarify/apologize.
