It's definitely not Halachah, I don't even know if it's officially brought as a Minhag. It's more of a "Hergesh" thing, albeit one that is more or less universal amongst Lubavitchers.

I think the litmus test for a lubavitcher is when they go to the sukka on shmimi atzeres by day to drink water while its raining.
Ya it's one of those cases where their minhag/halacha is inline with the standard litvishe practice (shulchan aruch) and the rest of the chassidim do differently.
