The source is not brought in Minhogei Chabad AFAIK, rather in a letter from the Rebbe's father to the Rebbe before his wedding.
I believe it's brought in kuntris eitz chayim as well

I don't know what he's doing with them or what the difference is between the two but possibly one serves milk and one doesn't. Although I'm not vouching on the kashrus on any of the two establishments.
