Amazon charging for prepaid UPS returns?

I am trying to return some small free return items, which I would normally put in a small envelope and put into a local UPS dropbox.  But now Amazon is charging $6 for the prepaid UPS returns?  The free option is to go into an actual UPS store without a label, nad have them package everything for me?

Is anyone else seeing this?

I had that once recently, ended up chatting with them and got my label.

The reason shouldn't matter when the item is marked as "Free Returns"
