What about cross contamination?
in that case you should only handle fish, beef, or poultry with single use gloves. Forget about cutting, tenderizing, or other prep which can cause a cross contamination nightmare. Washing chicken isn't causing anymore cross than those

Do not wash raw chicken. During washing, chicken juices can spread in the kitchen and contaminate other foods, utensils, and countertops.

All packaged/boxed beef and poultry is washed. Kosher or not. Kosher just has an extra few washes.
If the poultry goes through a 3rd party packer/distributer  then it may even get washed again before (re)packing.

If it was sealed at the plant then probably no one. At your local butcher you would need to check on their sanitary policies and enforcement.

I should add that many (most?) plants also have an antibacterial intervention stage before processing.
