Montreal prepaid cellphone trick

I remember Dan saying about a year or two ago about doing something with a prepaid cellphone in Montreal that make all outgoing calls free but not incoming.  I might be heading over there next week and I was wondering if someone can let me know if this still works and how it works or can someone PM me with the details.  Thanks!!
