It was changed a while ago. I believe tickets booked before that, follow fare rules at the time of booking. If the taxes are less they'll only forfeit the taxes same as before

I needed to change an award ticket , 2 phone reps said it will be $100 +10k, chase and citi was down so I couldn't do a transfer , I chatted and the rep did it with just $100 fee didn't even said anything about 10k points.
