I have stayed in the taba sands hotel, it is set up resort style not such a high building but the rooms are not so nice and the linens were uncomfortable (so much for Egyptian cotton). It is run as if it is a higher end hotel but it is not, however we got the rooms for $50 a piece so it was worth it, the movenpick was double the price when i went but i have heard that its definitely worth it.

Is there a difference between that and the hotel?

Yes, It's part of the resort but separate area. Much more private, huge room, right near the water. They don't have to much of them, so you feel like you're in a smaller, nicer, quiter place.
