How soon before a flight does United open up additional economy saver award tickets?

Looking for ORD-LIH in mid Jan but there is 0 available on specific flight I want.

and for return of LIH-ORD there are only 4 currently available.

Can I assume additional space in economy will open and therefore hold on ticket or book a non optimal flight now?
