Leaving airport during stopover

Does anyone know if US citizens carrying US passports can leave CDG international airport in Paris during a stopover without any visas?
The US embassy in France doesn't seem to have contact info online and I've seen contradicting information re this question online.

Sure, I've done it.

In general you don't need a visa in many countries if you have a connecting flight

As long as the country allows Visa-free access for US citizens it is fine, like in France. If you have a stopover in Istanbul, you do still need to get a visa even if just leaving for a few hours.
