Closer to $30, I think.  There is a Recanati for about $25 that is good.  Black label.

You can find the 2009 for like $12 - $13 online. This wine is better than some $100 bottles I have had.

there r some good cheap ones that r light, cant think off the top of my head i just know where they r in the store lol, theres one thats a bit on the fruitier side thats very light i think its goose bay

IMO they're all very good but to different degrees.  I cant comment on the 03 because it has been a really long time since Ive had it but have really enjoyed every vintage since then.  06 happens to stand out to many people as the best, although 08 is really good (beware of Shmittah).

you are correct, but that can happen to any wine, where one year its just not so great. i have a hard time finding the 08 anymore, never mind the 04

You can't buy '08. As far as I know no store is certified to have had it in Beis Din possesion at Zman Habiur and thus it is assur behana.
