Is there any way to use the amex plat Clear credit for 2021, without actually having the 12 month clock ticking?

(I don't necessarily see myself using clear in the next 10-12 months).

So is there a way for them to charge my card in 2021, but to hold off on activating the service until I'm actually ready to fly?

I can't find it at the moment but i recall reading somewhere (DoC maybe?) that gift card purchases don't work and/or are prohibited in the terms

Why is Clear only available to US citizen / residents? if it's just about matching a passport with biometrics, it should work with foreign passports as well?!
