I got it without being targeted, I tried back in Dec. and couldn't get it then. It may be that we all got it from the same clueless Indian rep and now that it's not the weekend the SMs are going to more knowledgeable reps.

Which department (category) did you send your SM to? I send to reward department, but it is forward to somewhere.

i pointed out that it didnt say anywhere that it was targeted and i fulfilled my end of the bargain so how can they back out now

It's strange. I don't think I was ever target for this offer. I only put my details into the web page during the promototion. I think I did it twice. It may/may not have confirmed it the first time, but I know the second time it didn't and just directed me to the login page. Maybe I only did it once and it directed me to the login just that single time I entered. Can't recall.

Maybe you should wait until Sunday to send the SMs. That seems to be when we all got the points, maybe the same rep will get the messages again and issue them.
