Best interest free card

Hi, asking for a friend (no, really) who needs an interest free card to transfer some balances to - his credit rating is ~620, which cards have the best chance for being approved and giving him the highest credit limit?

business blue plus amex is unbeatable.  Also doesn't affect your credit or count toward 5/24.  After approved, you can pool your credit line from other amex cards into it too.
