Can you please summarize the issue for those who don’t want to read the whole proposal?

From a brief glance it seems the airlines are saying they can make things clearer and less confusing for the customer if they're no longer forced to have the total price including all taxes and fees be the most prominently displayed to customer

So they'll post the ticket prices, $150 RT to tlv, and then when you check out you'll see a final bill of $1250?
Much less confusing to me.

Yup. Make sure to post a price that will get you nowhere if that's all you have available to pay with exact change.
I've been waiting over 5 years with bated breath for someone to say that!
