Baltimore guy here and can confirm, we do use our 529s. Maryland also has a matching program for those making under $180k (I think that's the number), and the Aguda has a strong advocacy campaign to ensure people are applying and signing up.

In NY you lose the state tax benefit if you use it on K-12.
