"Civil sparring" is not referring to the violence. They are talking about the sparring over zoning, throw cash at induvial to sell and the like.

The shuls should work on that. If they make appeals over the winter it will help. I am sure they get better donations for mi sheberachs over the winter and if they don't it is their own fault.
