Amex App Question

Sorry but I couldnt find this in a thread so im posting.
When I clicked though the application it told me that i wasnt eligible and i could stop the application before it was fully submitted. I did and have not received any notifications that a hard pull has been done on my credit.
I did have a large credit balance on a chase card at the time which has since been mostly paid down.
Any advise would be appreciated.

the only possible explanation that i can find online is that I havent spent enough money on my open Amex cards recently. (all i have are 2 spg/marriott cards which i havent spent on in over a year)

so start to use them again, and in a month or 2 try to re-apply ..
