Let me give you a real life example. Two guys got in an argument and it escalated into pushing and punching. One guy pulled out a gun and held it at his side. The other guy went nuts and kept yelling at him "come on tough guy shoot me". Fortunately others that were there got the situation under control.

The biggest mistake is pulling out a gun and thinking it will scare the person off.

(of course you should never pull it out if you're not prepared to use it there.)
ETA: Of course in the case you mentioned it should never have been drawn. But even in legit cases you often won't need to actually fire to stop the threat.
i.e. Of course you shouldn't pull it out just to threaten, but when you do need it to face a legitimate threat, you won't necessarily need to actually shoot to end the threat.

Here is IL CCL handbook. Pretty much a joke. No guidance at all what to do in these situations.

Only on DDF does 24/6 mean 24/5/half/half

I understood it as, you only pull it out when you feel your are at a point that you need to use it, but that doesn't mean you will. Often the threat is eliminated just from drawing it, even if that wasn't the original intent.
Memories last forever, make them while you can.

I think we all have a different understanding and from the way we were taught.
An example was given about being robbed at gunpoint and never pulling it out. Trying to understand that one. Don't want to shoot someone who threatened to kill you over your wallet?

Im gonna stick to not engaging but I'll clarify this situation.

He was at a drive through ATM. It was Halloween 2 years ago, he saw a guy in a mask walking up, first he thought it was a Halloween prank, guy pulled out a gun.. my brother could have drove off sure.. or pull out his gun, then he saw a second guy coming on the other side with a gun.

He gave his wallet, he had $80.

He called 911. Texted a friend who is on local pd. Found a local cop as well. The guys were caught 15 min later, each had $40 on them.. I kinda wish they at least got to spend it before going to the can.

+1. YouTube videos teach much more than that.

I got my CCW course through a friend who is a licensed NRA instructor and current Leo

All of this was explained, clarified and discussed at length
http://www.leg.state.fl.us/statutes/index.cfm?App_mode=Display_Statute&URL=0700-0799/0776/0776.html

He also did a quiz at the end to endure I was familiar with all the law's.

I had to demonstrate that I could draw and fire a gun.. safely and competent handling of the weapon.

Um pulling out your gun when there's a gun pointing at you is a sure way to get yourself killed. Once they're running away it gets kinda hard to justify.

Why we need strict laws for owning a gun.
https://www.nydailynews.com/news/crime/ny-celebratory-gunfire-ohio-man-accused-of-shooting-girlfriend-20200101-2gfbeus6xzaalnlgah2fnebmj4-story.html

Firing your gun unnecessarily and recklessly should be grounds for stripping of your right to own a gun.

You are clueless. I own more guns 99.9999999 percent of the members here. I have been shot, shot at and had to return fire.
So you want to show true colors? Should I list the defense courses I have taken?
You can't dispute facts so just attack.
Details please?
I believe the 2A should have limits. The problem is when you say that you are labeled a left wing nut job that wants to ban guns.

I also believe if someone is going to conceal carry they have to pass rigorous training. I would not want to walk into a public place knowing every person with one brain cell is carrying a gun.
While most ppl are somewhere in the middle, the real problem is the lack of trust...

Firstly, where I come from, it definitely wasn't as simple as you're saying, to get a driver's license. I know many people who failed, and multiple times, and they weren't bad drivers. You don't need to take any classes in IL to own a gun, and very minimal training to carry one.
Additionally, my driving test was a real life experience on a real street, in a real car. Kind of hard to duplicate many of the potential scenarios you'd face when using a gun, even in more intense training.
Getting a driving license in The US vs other countries is a joke.
