IOW, yes he can do the maisah, but he has no nemanus that he did it. So you need a gadol to confirm that they were indeed toiveled.

If you're eating 2 of the same thing, you should make a Bracha on the bigger one. Not sure if this is comparable.

Technically if you bite it open, your eating that part first so you would have to make a brocho on it. IMHO you should make the brocho on the whole freeze pop and then cut/rip it (like by a fruit etc)

because of a daver shaleim? or just chashivus of the biggest piece possible? #2 would have ot be weighed against  a hefsek. #1 is a bit of a stretch.

The little piece and the big piece are one and the same (small is part of the big) . Not about bigger smaller.( When making a bracha on steak , you eat the small piece cut off or the big piece on the plate - ?-. )
Best would be to cut off little piece of freeze pop off with knife and make a bracha on all of it (even the little piece).
There's definitely what to rely on regarding eating the little piece when bitting off bc it's not eating , it's getting to the ices. The little piece is in the way.
Def considered hefsek when making bracha before opening .
