All dinim of the nine days are finished by tzeis tonight.
There is a specific inyan in the poskim not to eat meat and wine tonight "mipnei aveilus shel Yom". I understand this to mean that if you prep yourselves now for a steak tonight, you will diminish your mourning. (There are other sevaros also).
Regardless, you can eat meat immediately after shachris tomorrow.

Not sure whether a siyum works for tonight though.

I remember seeing that there are those matir after chatzos tonight and don't remember where, but the language of the RMA seems to include the whole night.

Correct. I've seen that done every year by a big tzadik who made the siyum himself. Was a very inspirational seudah.
