Sometimes yes,  yes.  If the part you don't want to get wet is in a separate housing,  like in a classic urn.

its similar to an urn. Someone gave me a milk frother. Top half is where milk goes but bottom half is all electronic (buttons, led screen) but it's attached....

If it's a separate housing you can dip up to the housing plus a millimeter,  according to Igros Moshe
Electric appliances (such as an urn) should be immersed up to the beginning of the electric housing, provided that the entire portion of the appliance that comes into contact with the food is under water. (Igros Moshe YD 1:57).

I've heard of the following workarounds:

1. Have it taken apart and put back together (in a manner that requires a professional) so now its גמר עשייתו is under Jewish ownership.

2. Give it to a Goy and rent it from the Goy for your use.

I've been waiting over 5 years with bated breath for someone to say that!

Sometimes you can take it apart in a way that makes it unusable but still not able to toivel.
I just did that recently with a Waffle Maker (was almost unable to put it back together, which to me indicates that whatever I did must have been sufficient) and it definitely could not and should not have not been toiveled in the state it was when taken apart.
I've been waiting over 5 years with bated breath for someone to say that!

Story happened years ago, and for some reason it popped into my head and was wondering if it was muttar.

I was in a store, (Sears, I think) looking for a dishwasher. I may have had some coupon for free delivery and setup. Anyway, the salesperson comes over to me, and offers his help. I basicly knew already which model i wanted, so he said he would ring me up.
When he got to his cash register, he told me that on Saturday, they are having some sort of sale, so it pays to come back in on Saturday.
I explained that I could not do that. I guess I didn't explain well enough, because he then said that I can just call in on Saturday over the phone.
When I explained that I could not do that either, he offered to jot down my CC#, and he would put it through on Saturday. I said sure, and that is what happened.

Question: Is that allowed or is it doing schorah on Shabbos?
